FORMATION OF A REGIONAL SECURITY SYSTEM BASED ON A CLUSTER APPROACH
Abstract
The article examines the problem of socio‑technological security of Russian megacities in the context of digitalization and the growing role of social technologies in public administration. A cluster approach to the formation of a city's security system is proposed. It is based on the concept of sociobiotechnical (SBT) clusters as local nodes of urban metabolism. The key threat groups associated with the use of social technologies are identified, as well as a set of institutional measures to minimize risks and increase the sustainability of the urban community. The results of the study can be used to develop regional security strategies and improve management practices in an urbanized environment.
