Abstract

The article is devoted to the study of the principles of public service in the Russian Federation as the system-forming principles of the administrative and legal status of a civil servant. Based on the analysis of Article 3 of Federal Law No. 58-FZ of May 27, 2003 "On the Civil Service System of the Russian Federation", the substantive content and functional purpose of each of the fixed principles are considered. The paper substantiates the position that the principles of public service perform a system-forming function in relation to all elements of the administrative and legal status of a civil servant (rights, duties, prohibitions, restrictions, guarantees and responsibilities), setting the value and semantic coordinates of his official activity. The author proposes to include the principles in the structure of the administrative and legal status of a civil servant as an independent element, which will make it possible to give the legal status a systematic completeness and internal consistency.
