Abstract

Based on the analysis of a number of fundamental and related constitutional provisions, acts that specify them, decrees and orders as acts of the President of the Russian Federation are considered, taking into account some scientific versions of their characteristics. It is concluded that the constitutional requirements established for these acts are general. At the subordinate level, both their general and special features are clarified: the order of the President defines the procedure for preparing acts of the head of state, and the decree defines the procedure for their entry into force and their publication. As a phenomenon related to this topic, the authors examined the instructions of the President of Russia, which are constitutionally reflected in a number of decrees and orders (Article 113), are an official document, do not relate to normative legal acts, and are addressed to specific public bodies or officials.
