Abstract

This article provides a comprehensive analysis of the current state of the legal regime for the protection of Lake Baikal. Baikal, which is a UNESCO World Natural Heritage Site, is a unique ecological system that requires special legal protection. The purpose of the study is to identify key problems and conflicts in the current environmental legislation regulating the protection of the Baikal natural territory. Based on the analysis of federal legislation, subordinate regulatory legal acts and law enforcement practice, the author examines such problems as the imperfection of the division of powers between authorities, inconsistency in the regulation of economic activity, insufficient effectiveness of control and supervision, as well as accumulated environmental damage. In conclusion, proposals are formulated to improve the legal mechanism for the protection of Lake Baikal, including the need to legislate the priority of preserving a unique ecosystem over economic interests, stricter environmental requirements and the development of mechanisms for compensation of environmental damage.
